This layer (coverage AND shapefile) has interior (island) polygons. All display must use SPECIAL_SP = 'YES' to filter out the interior polygons.

LineageChanged maintenance format to shape and merged two contiguous features representing pygmy owl management area. Previously, the feature near the Silverbell Mine was not attributed. Research determined it was not a GIS island and was part of the 2003 CFPO Draft Recovery proposal.
